Yes. Loopia's Norwegian support wiki lists the same mailcluster.loopia.se host and ports, and your username is still the full email address.

Do I need an app password for Loopia?

No. Loopia has no app password concept for mailboxes. Use the mailbox password you set in the Loopia Customer Zone; SMTP uses the same login.
